Should secondary education be obligatory?

The minister of Education and Science of Armenia wants to adopt a law, that secondary education be compulsory. I am against that law because it forces students to study, even if they don't want. Now students are allowed not to learn on High schools, so they can learn any handcraft. I think that this law is for developing education in Armenia, but if student doesn't want to lear, even if you force him, he will not learn. Everyone knows that in High school we rerevise things, which we have learnt during last 9 years. And why students which don't want to apply to university need to learn more 3 years after studying 9 years in basic school.
Maybe there are students who want to learn any handcraft. Yes, there are many vocational schools, but maybe students want to have apprenticeship with a qualified workman to learn a profession.
